Abstract
Skill development is a critical imperative for India's economic growth and human resource empowerment. This research paper undertakes a comparative analysis of two prominent government initiatives, the National Apprenticeship Training Scheme (NATS) and the Deendayal Upadhyay Rural Skill Scheme (DDU-GKY), assessing their respective contributions to human resource skill development in the Vidarbha region of Maharashtra. While NATS focuses on practical industry-specific training for engineers and diploma holders, DDU-GKY targets the rural poor youth with skills for formal sector employment. Utilizing a mixed-methods approach, combining a review of scheme frameworks with simulated data analysis reflecting typical operational outcomes in the region, the study evaluates their effectiveness across key parameters such as beneficiary outreach, skill relevance, placement rates, and socio-economic impact. The findings indicate that both schemes play complementary roles, addressing distinct segments of the human resource pool. NATS excels in providing specialized technical skills aligned with industrial demands, whereas DDU-GKY is crucial for mainstreaming disadvantaged rural youth into the workforce.
